Applying from abroad through a Thai embassy or consulate
Applicants abroad do not need to fly back, but two things must be right from the outset: fingerprints taken by an authorised authority in the country of residence, and a properly certified passport copy. We review scans before the originals are couriered so no international postage is wasted. Total time runs longer than domestic filing because it includes shipping both ways. Issuing authority and legal basis
The certificate is issued by the Police Clearance Service Centre, Special Branch Bureau, Royal Thai Police, Rama I Road, Pathum Wan, Bangkok, after a check of the Criminal Records Division database based on the applicant's ten-print fingerprint card. Both the result and the issuing date rest entirely with the authority; a filing agent cannot guarantee either. For overseas use the certificate is legalised by the Legalisation Division, Department of Consular Affairs, and then by the destination country's embassy in Thailand. Applicant personal data is processed only to file the request, under Thailand's Personal Data Protection Act B.E. 2562 (2019).

Which authority issues it, and on what basis?
The Police Clearance Service Centre, Special Branch Bureau, Royal Thai Police issues the certificate after a fingerprint-based check against the Criminal Records Division database. The result and the issuing date are entirely within the authority's process; no agent can guarantee either.
Can an apostille be used instead?
Not yet. The Apostille Convention enters into force for Thailand on 28 February 2027. Until then a certificate for overseas use still requires Department of Consular Affairs legalisation followed by the destination embassy in Thailand.
How is my personal data handled?
Applicant data is used only to file the request and is processed under Thailand's Personal Data Protection Act B.E. 2562 (2019).

- For overseas-use police certificates, consult the Police Clearance Service Center, Special Branch Bureau. Its website lists current office details, forms and separate instructions for applicants in Thailand and abroad. Prepare identification, purpose documents and Thai residence evidence where applicable, and follow the fingerprint requirements for your application channel.
- How long does the certificate take?
- Use the issuing office’s current processing estimate and allow for missing evidence, further checks and delivery. Translation or authentication, where required, adds separate stages. A preparation service cannot guarantee the police issue date.
- Can someone apply on my behalf while I am overseas?
- The official overseas guidance allows postal submission or someone in Thailand submitting on your behalf. Follow its requirements for original fingerprints, identification copies, power of attorney and representative identification. Confirm any certification requirements with the issuing office rather than assuming notarization is always needed.
- Does the certificate expire?
- The receiving authority sets the acceptable certificate age for the particular application. Ask for its written rule and sequence the certificate, delivery and follow-on work around that deadline; do not assume a universal validity period.
