What the Department of Consular Affairs actually certifies

The Legalization Division of the Department of Consular Affairs, Ministry of Foreign Affairs, verifies that the signature and seal appearing on a Thai document belong to an officer whose specimen the Department holds. It does not re-examine the underlying facts. A certified marriage certificate carries the Ministry's stamp because the district registrar's signature is genuine, not because the Ministry has audited the marriage.

The Department also certifies translations submitted together with the source document. In that case the certification covers the translation as part of the submitted set. This is the step most often misunderstood: submitting the Thai original alone and translating afterwards leaves the translation outside the certified chain, and a destination office that wanted the translation legalised will send the whole file back.

Service is delivered through the Department's counters and its regional service points. Both a standard and an expedited service exist, with official fees published per document by the Department; because those figures are revised from time to time we quote the schedule current at lodgement and advise clients to verify at the time of filing rather than rely on a number quoted months earlier.

1. Pre-check against the Department's criteria: We inspect the original for lamination, staple damage, faded seals and any officer signature likely to fall outside the specimen record, and we obtain a fresh extract where necessary.
2. Translation prepared for joint submission: The translation is bound and formatted so it can be lodged with the source in a single submission, keeping it inside the certified chain.
3. Lodgement with the right service tier: We choose standard or expedited service against the client's real deadline and disclose the official fee difference before committing.
4. Query response: Where the Division raises a query, we answer it in Thai at the counter rather than returning the file to the client and losing days in correspondence.
5. Handover to the embassy leg: Completed certifications go straight into the destination-embassy booking we have already scheduled, so the document does not sit idle.

• District-office civil registry documents: birth, marriage, divorce, death certificates and household registration extracts.
• Police clearance certificates destined for immigration and professional registration abroad.
• Educational transcripts and degree certificates, after institutional verification where the receiving body requires it.
• Company affidavits, memoranda and articles from the Department of Business Development for foreign registry and banking use.
• Court judgments and orders, particularly divorce and custody decisions requiring recognition abroad.

Can I lodge without attending in person?

Yes, through an authorised representative with a power of attorney and identification. We handle lodgement and collection as standard.

How long does certification take?

The Department publishes standard and expedited windows that shift with volume. We quote the window current on the day of lodgement.

Does the Ministry certify documents issued abroad?

No. Foreign documents are authenticated in their country of origin and then legalised by the Royal Thai Embassy or Consulate there before use in Thailand.

What happens to this service after 28 February 2027?

For Convention states, the Ministry's certification is expected to be issued in apostille form, removing the destination-embassy step. Non-Convention destinations continue as now.
