Why foreign documents need Thai MFA legalization before use in Thailand

Thailand does not automatically recognize foreign-issued documents. To be admissible before Thai Immigration (for Non-B/O visas, work permits, retirement extensions), the Ministry of Labour (BOI Work Permit), the Land Department (property purchase, superficies, usufruct), family courts (marriage, divorce, custody), or the Department of Business Development (setting up a Thai subsidiary), a foreign document must go through a two-country chain of authentication: (1) authenticated in the country of origin — an Apostille if the country is a Hague Convention member, or full consular legalization if it is not; (2) translated into Thai by a certified translator; (3) legalized by the Thai Ministry of Foreign Affairs (MFA), Department of Consular Affairs, at Chaeng Watthana. Skipping any step results in outright rejection. Thai officials cannot verify a foreign notary's signature directly — they need the MFA stamp as proof that the foreign authentication and the Thai translation are genuine. This is the same principle behind the Apostille Convention, applied in reverse: Thailand joined the Hague Apostille Convention in 2024, so both inbound and outbound flows are now simplified for 124+ member states.
