Post-arrival FMS registration

  1. 7 working days to register at your address with the local FMS (МВД миграционный отдел) — done by hotel/hostel automatically, by landlord for private stays.
  2. Migration card (миграционная карта) received on arrival — keep with passport. Loss triggers 5,000 RUB fine.
  3. Failure to register = 5,000–7,000 RUB fine + potential 3-yr entry ban.
  4. Multi-entry visa holders: register at each new city if staying > 7 wd.

FAQ

Do Thai passport holders need a visa for Russia?
Yes for stays > 30 days or non-tourist purposes. Under the reciprocal bilateral agreement, Thai ordinary passport holders receive visa-free entry for up to 30 days for tourism/business. Longer stays or work/study/family need a pre-issued visa via the Russian Embassy Bangkok (Sathorn) or e-Visa portal.
e-Visa — who is eligible?
Since Aug 2023, Russia relaunched a unified e-Visa (16 days, single entry) for 55 nationalities including Thai. Filed at electronic-visa.kdmid.ru, decision within 4 calendar days, USD 52 (paid online). Valid for entry via 30+ checkpoints (SVO, DME, LED, plus land borders with Estonia/Finland/Latvia/Poland/Norway/China). No embassy visit required.
Work visa process?
Employer must first obtain (1) Corporate quota permission from Ministry of Labor, (2) Employer's work permit, (3) Individual work permit for foreign national, then invitation (приглашение) issued by MFA. Employee then applies at Russian Embassy Bangkok — single entry 90d, converts to multi 1-yr after registration. Highly Qualified Specialist (HQS) track: salary RUB 167k+/mo, 3-yr work visa, no quota.
Temporary Residence (RVP) & Permanent Residence (VNZh)?
RVP: 3-yr temporary residence under quota (~ 5,000/yr) or quota-exempt (spouse of RU citizen, RU-born, HQS family). VNZh: unlimited permanent residence after 1yr on RVP (or direct for HQS/PIO). Both require notarized translated docs, medical certificate incl. HIV, Russian language + history + law test.
Study visa — invitation timeline?
University issues telex invitation via MFA — 30–45 days processing. Student then applies visa at Embassy Bangkok — single entry 90d, converts to multi 1-yr after FMS registration (within 7 working days of arrival). Preparatory year (подфак) counted.
