- Certified extracts of civil registration records rest on the Civil Registration Act B.E. 2534 as amended (No. 3) B.E. 2562, and can be issued across districts through the central registration database.
- Marriage register (Kor Ror 2), marriage certificate (Kor Ror 3), divorce register (Kor Ror 6) and divorce certificate (Kor Ror 7) fall under the Family Registration Act B.E. 2478.
- Change-of-name (Chor 3) and change-of-surname (Chor 5) certificates fall under the Person Name Act B.E. 2505 as amended.
- Department of Consular Affairs legalization costs THB 200 per stamp (THB 400 express); destination-embassy fees are separate.

Frequently asked questions
Do I have to return to the original district office to obtain a certified copy?
Usually not. Under the Civil Registration Act B.E. 2534 as amended by Act (No. 3) B.E. 2562, the Department of Provincial Administration operates a central registration database, so certified extracts of birth records, death records and house registration (Tor Ror 14) can be issued at any serving district or khet office. Older entries that were never digitised still have to be copied from the original register held by the issuing office.
Can someone request my documents while I am abroad?
Yes, with a power of attorney plus copies of the ID card or passport of both the grantor and the attorney. If the power of attorney is signed abroad, have the signature certified at a Royal Thai Embassy or Consulate-General so the registrar accepts it without a second filing.
What else is needed to use a Thai civil record overseas?
The document has to be translated into English or the destination language and then legalized by the Legalization Division, Department of Consular Affairs, Ministry of Foreign Affairs (THB 200 per stamp for the standard channel, THB 400 per stamp for the express channel). Many destination countries additionally require certification by their embassy in Thailand.
Does Thailand issue an Apostille yet?
Not yet. The Hague Convention of 1961 enters into force for Thailand on 28 February 2027. Until that date, documents still travel through Department of Consular Affairs legalization followed by the destination embassy where required.
What are the Department of Land Transport licence fees?
Under the ministerial regulation on fees issued pursuant to the Motor Vehicle Act B.E. 2522: temporary private car licence THB 200, temporary motorcycle licence THB 100, five-year private car licence THB 500, five-year motorcycle licence THB 250 and an International Driving Permit THB 500 — each plus the THB 5 application fee.
How many types of International Driving Permit exist?
Thailand is a party to both the Geneva Convention of 1949 and the Vienna Convention of 1968, so the Department of Land Transport issues two IDP versions. Check which convention your destination applies before filing, and note that an IDP is only valid alongside a Thai driving licence that has not expired.
