Q1087. What technical translation rules govern industrial factory safety manuals?

Answered by the NYC Visa & Translation certified translation team
Factory safety manuals in Thailand operate under the Occupational Safety, Health and Environment Act and the Department of Labour Protection and Welfare's oversight — and for factories with foreign workers or foreign parent standards, the manual must exist in the languages the workers actually read. The translation rules that matter: safety instructions must be translated to be understood at the workplace, not to be elegant — short sentences, imperative mood, and the established Thai safety vocabulary; the hazard classification and warning labels follow the GHS system as adopted in Thai law (the hazard pictograms, signal words, and hazard statements have official Thai renderings that must be used, not paraphrased); and emergency procedures (evacuation routes, muster points, emergency contacts) must be localised with the actual site information, not translated generically. Compliance points: the safety officer's statutory filings are Thai documents; work rules (required in Thai for employers of 10+) interact with the safety manual; and for factories under the Department of Industrial Works' process-safety oversight (hazardous substance facilities), the safety management system documentation has prescribed elements. Practice points: translate from the controlled master version only, and route updates through the same translation channel so the Thai and foreign-language versions stay synchronised — version mismatch between language versions is a common audit finding; and toolbox-talk materials and SOPs derived from the manual must be updated in step. For certification purposes, safety manuals rarely need MFA certification unless filed in a proceeding — confirm the receiving body's requirement.
