Q1172. What hazardous material rules govern controlled chemical composition translations?

Answered by the NYC Visa & Translation certified translation team
Controlled chemical composition documents in Thailand are governed by the Hazardous Substance Act, administered by the Department of Industrial Works (for industrial chemicals), the Thai FDA (for chemicals in consumer products), and the Department of Agriculture (for pesticides) — and the Safety Data Sheet is the central document. The SDS rules: Thailand requires SDSs in Thai for hazardous substances, following the GHS format (the 16-section structure) as adopted in Thai regulations — the translation must use the GHS's standardised hazard statements and precautionary statements in their official Thai renderings (the statements' codes — H200s, H300s, P-statements — are transcribed, and the Thai text follows the official GHS translation); the composition section lists the hazardous ingredients with their concentration ranges (the CAS numbers are transcribed exactly — a digit error identifies a different substance); and the classification must match the Thai hazardous substance lists (a substance controlled in Thailand may not be controlled at origin, and vice versa). Points that matter: the import/manufacture licensing for controlled substances (the Type 1–4 classifications under the Act) requires the SDS and the composition evidence in the application; the labeling follows the same GHS rules in Thai; and for confidential business information (the exact composition withheld), the rules on disclosure to authorities versus the public SDS differ. Practice points: use translators with chemical backgrounds who know the GHS system; verify the Thai control status of each substance against the current lists; and keep the SDS current with the composition (an outdated SDS is a compliance violation). Confirm the responsible agency's current requirements for the specific substance category.
