Answered by the NYC Visa & Translation certified translation team

Russian documents used by expats in Thailand — most commonly birth and marriage certificates, police clearance certificates, and educational diplomas — follow the non-apostille chain: notarised copy in Russia, legalisation by the Russian Ministry of Foreign Affairs (Consular Department in Moscow), legalisation by the Royal Thai Embassy in Moscow, then Russian→English or Thai translation in Thailand with MFA certification (200/quoted on request per stamp). The police clearance (spravka o nalychii/otsutstvii sudimosti) is requested through the Ministry of Internal Affairs information centre and can be obtained via a representative with a notarised power of attorney, which itself must be legalised. Common issues: Soviet-era documents use obsolete administrative divisions and require explanatory translation notes; patronymics must be rendered consistently across all documents in the set; and diplomas for professional licensing (e.g., teaching) may additionally require evaluation by the relevant Thai professional body. Translation turnaround for standard civil documents is on a timeline confirmed after document review once the legalised original is in hand. Confirm current requirements with the receiving Thai authority, as document recency rules (usually 3–6 months) are enforced at submission.
