Answered by the NYC Visa & Translation team

I cannot reliably give a date when Thailand joined the Hague Apostille Convention without checking the current HCCH status table. A Cabinet decision to pursue accession is not the same as depositing an accession instrument or the Convention entering into force. On the Hague Conference on Private International Law website, find the status table for the 1961 Apostille Convention and check Thailand’s listing, accession date, and entry-into-force date, if present. Also check whether the Convention operates between Thailand and your destination country. Until that is established, do not assume a Thai document can receive an apostille or bypass embassy legalization. Ask Thailand’s Department of Consular Affairs and the receiving authority which authentication route currently applies to your document.
